The U.N. Human Rights Council was supposed to improve upon the general discredit of its predecessor, the U.N. Commission on Human Rights. Instead, two years after its creation, it continues much the same: Verbiage in homage to human rights is issued at great length while the council excuses the world's worst human-rights abusers. It then proceeds to target Western countries which mostly uphold human rights.

This week, we learn that the council employs Richard Falk, Albert G. Milbank Professor of International Law and Practice Emeritus at Princeton University, a man who thinks that it would be worth investigating "neoconservatives" to see if they perpetrated the Sept. 11, 2001 terrorist attacks. How this pertains to human rights, except in the minds of those who trace the world's evils to the United States government and cabals of the nefarious therein, is not clear.

In a world of genuine humanitarian catastrophes such as Darfur, Zimbabwe and North Korea, one might ask why the council should waste time pursuing the theories of "truthers" and conspiracy theorists. Here are Mr. Falk's views on the "neocons", voiced in a radio interview and reported this week by the New York Sun: It is possibly true that especially the neoconservatives thought there was a situation in the country and in the world where something had to happen to wake up the American people.

Whether they are innocent about the contention that they made that something happen or not, I don't think we can answer definitively at this point. All we can say is there is a lot of ground for suspicion, lamenting an alleged lack of study.

A few years ago, things surely seemed to bottom out. With a lofty mandate, the old commission filled its ranks with the world's most egregious human-rights abusers, spending inordinate time on political hatchet work under the guidance of Zimbabwe, China and other beacons of liberty, while ignoring genuine human-rights crises. It eventually so abused its mission that it was voted out of existence by the U.N. Economic and Social Council on March 15, 2006. The Human Rights Council was supposed to be better.

But the new council immediately gave signs of business as usual. All the wrong governments spent much of 2007 securing high positions. Countries and officials of honest intent were blocked. Matters grew sufficiently unfavorable that the United States dropped its participation altogether.

본연의 임무 외면한 유엔 인권 이사회

유엔 인권 이사회는 전신인 유엔인권위원회에 대한 전반적인 불신을 불식시킬 것으로 기대되었다. 그 대신 창설 2년이 지난 현재 이사회는 대부분 동일한 상태를 유지하고 있다. 이사회는 세계 최악의 인권 탄압 국가들을 용서하는 가운데 인권을 존중한다는 말잔치만 벌이고 있다. 그에 이어 이사회는 대부분 인권을 옹호하는 서방 국가들을 표적으로 삼는 방향으로 나아가고 있다.

이번 주 본지는 이사회가 프린스턴 대학교 국제법 및 소송 앨버트 G 밀뱅크 교수 겸 명예교수인 리처드 포크를 고용한 사실을 알게 되었다. 포크는 "신보수주의자들"이 2001년 9월11일 테러공격을 했는지 여부를 알아보기 위해 신보수주의자들을 조사할 가치가 있다고 생각하는 인물이다. 세상의 모든 악행이 미국 정부와 그 안에 있는 사악한 사람들의 비밀결사에 귀착시키는 사람들을 제외하고는, 9.11 공격이 어떻게 인권과 관계되는지 불분명하다.

다르푸르, 짐바브웨, 북한 같은 진정한 인도주의적인 재앙이 일어나고 있는 세계에서 이사회가 9.11 테러 음모론 지지자들의 갖가지 이론을 추적하는 데 시간을 낭비하는 까닭이 무엇인지 묻는 사람도 있을 것이다. 포크가 이번 주 라디오 인터뷰에서 밝혔고 뉴욕 선에 보도된 그의 "신보수주의자들"에 관한 견해는 다음과 같다. "미국인들을 일깨우기 위해서 미국과 세계에 무슨 일인가 발생해야 할 상황이 존재했다고 특히 신보수주의자들이 생각했다는 것은 사실일 가능성이 있다."

신보수주의자들이 무슨 일이 일어나도록 했다거나 혹은 안 했다는 주장이 정직한가 여부를 우리가 현시점에서 단정적으로 대답할 수 없다고 나는 생각한다. 의심할 만한 근거가 많다는 것만을 말할 수 있을 뿐이다." 그는 이 발언과 더불어, 일부에서 지적하는 연구 부족을 한탄했다.

몇 년 전 모든 상황이 확실히 바닥을 친 것으로 보였다. 고상한 임무를 위임받았던 전임 위원회는 진정한 인권 위기 사태들은 무시한 채 짐바브웨와 중국 및 여타 자유의 횃불들의 주도 아래 정치적으로 악의적인 비판에 지나치게 많은 시간을 보내는 한편 세계에서 가장 극악한 인권탄압 국가들을 위원회 이사국으로 선임했다. 위원회는 결국 임무 상의 직권남용이 지나쳐 2006년 3월15일 유엔 경제사회 이사회의 표결로 폐지되고 말았다. 인권이사회는 더 나을 것으로 기대되었다.

그러나 새 이사회는 전과 같은 방식으로 업무를 추진하는 징표를 즉각 나타냈다. 모두 부적당한 정부들이 높은 직위를 확보하는 데 2007년의 대부분을 보냈다. 정직한 의도를 가진 나라들과 정부관리들은 봉쇄 당했다. 모든 사태가 너무나 불리하게 전개되자 미국은 이사회에서 탈퇴했다.
