The soaring ideals behind the pan-European super-state are running into an obstacle-the will of the people. That could well foil, attempts to ratify a new constitution for the European Union. In Britain, recent polls show that about 65 percent of the population is prepared to vote against ratifying the EU constitution. Mr. Blair’s government is trying to sell the referendum by claiming that a vote against the constitution would in effect leave Britain outside of the European Union. Such a scenario is very unlikely, though. Since the EU constitution can only be approved by unanimity, a single rejection would get Mr. Blair off the hook entirely. If Britain emerged as the sole challenger, a number of countries would favor a renegotiation of the text, rather than leaving Britain out of the European Union. Why? Poland, Spain and Italy want to see a counterweight to German-French dominance of the alliance. This would become particularly important if a provision in the draft constitution, which would give countries voting weight in proportion to their populations, is ultimately approved. France and Germany would accumulate even greater representation, causing greater disgruntlement among smaller nations.The constitution would centralize power in Brussels by allowing certain policies and decisions to be approved by simple majorities, rather than unanimity. Some critics argue that if the constitution is approved, the union would become a kind of super-state, with its own flag, president, foreign minister, parliament and supreme court. Clearly, the approval of the document would streamline EU decision-making, and would cause the 25 member countries of the enlarged union to give up sovereignty in important areas. Lobbying by Britain has preserved members’ veto over fiscal policy, defense and foreign affairs. National vetoes would be phased out, though, in law enforcement, education and some macroeconomic matters. Unsurprisingly, the draft constitution has wide support in France. There is a looming problem, though, with that country’s EUtopic vision. If voting weight is to be decided by population, then Turkey, which in the next few years could become the union’s most populous nation, would be the most influential member. The accession of Turkey into the union is particularly unpopular in France. In fact, given the realities in Britain and elsewhere, EU bureaucrats may have to significantly downscale their lofty plans for the European superstate. (MON.)유럽 통합 걸림돌범유럽 초대형 국가 수립의 배경에 있는 원대한 이상들이 시민의 뜻이라는 장애에 부딪히고 있다. 그 장애는 유럽연합(EU)의 새 헌법 비준 시도를 좌절시킬 수 있다.

영국에서는 최근 여론조사 결과 인구의 대략 65%가 EU 헌법 비준에 반대할 뜻이 있는 것으로 밝혀졌다.

토니 블레어 총리 정부는 이 헌법에 대한 반대가 사실상 영국을 EU에서 제외시키게 될 것이라고 주장하면서 국민투표에 의한 지지의 필요성을 납득시키기 위해 노력하고 있다. 영국이 배제되는 시나리오는 가능성이 지극히 낮다.

EU 헌법은 만장일치로만 승인될 수 있기 때문에 회원국들 가운데서 한 나라만 거부해도 블레어 총리는 곤경에서 완전히 벗어나게 된다.

만약 영국이 유일한 반대자로 등장할 경우 다수의 회원국들은 영국을 EU에서 제외하기보다는 헌법 내용의 재협상에 찬성할 것이다. 그 이유는 무엇인가. 폴란드, 스페인, 이탈리아는 EU 동맹의 독・불 지배에 균형을 취할 수 있는 세력을 원한다.

회원국의 인구에 비례하여 가중치 투표권을 회원국들에 부여하는 헌법 초안의 조항이 최종적으로 승인될 경우 영국의 균형추 역할은 더욱 중요해진다. 프랑스와 독일은 지금보다 더욱 큰 대표권을 확보하게 되어 약소 회원국들의 더욱 큰 불만을 촉발할 것이다.

헌법은 특정한 정책과 결정을 전원일치가 아닌, 단순 과반수로 승인함으로써 브뤼셀 EU 본부의 권력을 집중화할 것이다. 헌법이 승인될 경우 EU는 자체의 국기와 대통령, 외무장관, 의회, 대법원을 갖춘 일종의 초대형 국가로 변신할 것이라고 일부 비판자들은 주장한다.

이 문서가 승인될 경우 EU의 의사결정 과정이 합리화되고 확장된 EU의 25개 회원국들이 중요한 몇개 분야에서 주권을 포기하게 될 것은 확실하다. 영국은 로비를 벌여 재정정책, 국방 및 외교 문제에 대한 회원국들의 거부권 행사를 유보하도록 만들었다. 그러나 사법집행, 교육, 일부 거시경제적 문제에 대한 회원국 시민들의 반대는 점차 수그러들 것이다.

이 헌법 초안이 프랑스에서 광범한 지지를 받고 있는 것은 놀라운 일이 못된다. 그러나 프랑스의 낙관적인 EU 전망에는 한가지 문제가 대두되고 있다. 가중치 투표권이 인구에 의해 결정될 경우 앞으로 몇년 후 EU에서 최대 인구를 가진 회원국이 될 가능성이 있는 터키가 가장 큰 영향력을 행사하게 될 것이다. 터키의 EU 가입은 특히 프랑스에서 지지도가 낮다.

영국과 여타 국가들의 현실을 감안할 때 EU 관료들은 유럽의 초대형 국가에 관한 원대한 계획을 현저하게 축소해야 할 가능성이 있다.
